  1. Six tens are 60; three ones are 3.
  2. Join 60 and 3 to read 63.

4×100 + 0×10 + 7 = 407

  1. Four hundreds are 400; zero tens add nothing.
  2. Seven ones stay in the ones place, so the number is 407.

Every place has a value

In 63, the 6 is worth 60 because it is in the tens place. The 3 is worth 3 because it is in the ones place. Reading each place separately keeps the digits in order.

A zero keeps an empty place visible

In 407, the zero says there are no tens. Without it, 47 would mean four tens and seven ones: a different number. Do not add the written digits by themselves. Six tens and three ones make 63, not 9.
