Put each digit in its place

Place value tells what a digit is worth. In 4 × 100 + 6 × 10 + 2, the parts are 400, 60 and 2, so the complete number is 462. A zero in one place does not move the other digits: 4 × 100 + 0 × 10 + 2 is 402.
